I'm truly sorry to hear about this issue with the manager's profile and report access, I totally understand how important is for managers to run reports and to manage users without any problem and also the impact this situation is causing to your work in terms of time.
Just to recap, a user for Gymnfinity (Mia Augustus) whose profile is set up as a manager with users under her, has no manager options at all and most important she cannot access reports, correct?
If so, I was checking all the settings on the platform and I found out that the issue is not related to the manager role itself but to the menu's visibility.
As you can see from the screenshot below, Mia, since she belongs to the Gymfinity Kids branch, she has visibility for this menu.
Checking the menu itself I can see that the page "MyTeam" where managers can manage users and run reports has not been added to the menu.
At this stage, to solve the issue as soon as possible, I added the page for youNow if I log in as Mia I can see the page in her menu
Clicking on the page, you can see that all the manager options are available, the report included:

Also, please let me clarify for you the menu priorities. As reported in our kb here:
If a user is eligible to see more than one menu (depending on the Visibility configuration of each menu), they will see the first published menu available in the menu list shown on the Manage Menus page. To order menus and define priorities, hover your mouse over the menu’s row on the far left until the cross icon appears, then drag and drop the menu in the list. Priorities are sorted from first to last (top to bottom) according to the order of the list on this page.
